Legal Aspects of Weather Modification-Snowpack Augmentation in Wyoming
Abstract
It has been only in the past twenty-five years that weather
modification has gained recognition as a science. At the present time
the legal aspects of weather modification have not been formulated
by either the courts or the legislatures of the respective states. Professor
Pierce discusses the progress of weather modification and
expected scientific advancements, the various legal theories that have
been suggested concerning property rights to clouds and the moisture
therein, and problems of liability of the weather modifier. These problems
and theories are then discussed as related to the specific area
of snowpack augmentation in Wyoming.
